Will the new 007 have a "licence to hack?"

The world of espionage has radically changed. Many countries, such as Russia, now use Nation-State Actors as their new way of retrieving confidential information.

So what are nation-state actors? They are by definition, "hackers who are employed by the government to disrupt or compromise target governments, organisations, or individuals to gain access to valuable data or intelligence, and can create incidents that have international significance."

In most circumstances, nation-state actors can work without fear as many have close ties to the military or government knowing they are safe in their home country. That leaves us with the final question, will the new 007 be a highly advanced hacker?
